David is Assistant Commissioner with the Information and Privacy Commissioner of Ontario, Canada. He has represented the IPC in hearings before the Divisional Court, the Ontario Court of Appeal, and the Supreme Court of Canada. David recently authored the 2020 Annotated Ontario Freedom of Information and Protection of Privacy Acts and teaches administrative law and privacy law at Osgoode Hall Law School and University of Toronto’s Faculty of Law. He is a graduate of Western University’s law school and was called to the Ontario Bar in 1988.
