Carrie is Chief Privacy Officer, Assistant GC at Horizon Blue Cross Blue Shield. She is responsible for creating and leading Horizon’s Privacy Center of Excellence and Privacy Office. Prior to joining Horizon, Carrie served as the first Chief Privacy Officer to the State of New Jersey. She simultaneously served as New Jersey’s Chief Data Officer and as the Chief Operating Officer of the New Jersey Office of Information Technology. Carrie joined New Jersey Government from Wyndham Hotel Group where she was Vice President, Legal and the Privacy Lead for Global Privacy and Data Security. She began her career in privacy as a claims manager at Beazley handling data breaches, InfoSec claims and Technology Business and Media claims. Carrie is a seasoned lawyer having worked over seven years at DLA Piper (NYC), multiple years in a boutique litigation firm and as a clerk to a federal Magistrate Judge.
