Stephen Y. Chow

Stephen Y. Chow, PC

Steve started practice in 1976 defending against antitrust, patent and trade secrets charges, applying broad technology training and knowledge of competition law. Through swings in technology rights and investment policy, domestic and international, Steve has practiced uniquely “full spectrum” as a patent drafter, start-up and venture fund counselor, and business tort/governance litigator (most recently administrative challenges of medical device patent portfolios and assertion of electric vehicle battery patents).

A life member of the American Law Institute and of the Uniform Law Commission, Steve has participated in a generation of drafting most recently of the Uniform Personal Data Protection Act, the Uniform Restrictive Employment Agreements Act and Amendments to the Uniform Commercial Code – Emerging Technologies (primarily blockchain).  The “Massachusetts” version of the UTSA, to which Steve contributed, was enacted in 2018.

Steve wrote wholly or substantially Data Security and Privacy in Massachusetts, E-Commerce and Communications, International Computer Law and Law of the Internet.  He has taught at Suffolk Law School and teaches at Boston University School of Law around his interest of rationalizing the convergence of proprietary (including personal) information rights, commercial and competition law, and societal interests in automated decision making.
